It sounds like one of the following:

1. Your floppy cable is dead. Try a new one. This is the most likely problem.
2. Your new floppy drive is dead (this has happened to me, brand new)
3. Your diskettes are defective.
4. You have a boot sector virus.

"also i have double checked the connections and they are seated right."

Flip it. Flip the cable over at the connector with the floppy (not at the connector with the motherboard). There are floppy drives out there with upside-down connectors on them, some even have a notch cut on the wrong edge (top vs. bottom). It's worth a shot, it won't hurt anything. At least it never hurt anything on any of mine

Actually, this doesn't sound like this is your problem, though, because you say the drive attempts to access the diskette at the proper time..
If the floppy drive light stays on all the time it could be the cable is backwards on the floppy drive or the connection on the motherboard.

What do you need a floppy drive for anyways?
