Personally I think burning VCR taps to CD in VCD format is a waste of time. The image quality is CRAP!
So get yourself a DVD burner. Well if you've got the cash why not?
The problem is that blank DVDs are pretty pricey and copying tapes to the computer is a timely activity. Even then after copying the tape you have to change the format.

EDIT: Unless you have some U-beaut software

my plans were to buy a dvd burner, but i still hate the thought of all those home movies of the kids and all
just laying around ,when i could somehow save them to cd or dvd.

A DVD-Burner is the upgrade you need. Not a video card. High end video cards are for intense 3D gaming, or if your making movies, particulary 3D animated movies. For what your doing, everything seems well. Changing format of large files can be time consuming. Make sure your CPU is up for the job, or you'll be waiting around all day.

and i strongly recommand AMD lines of processor. MP the best, but since it's for workstation and server, might be little more pricy. AMD is best for media conversion. especially MP lines of processor is built for that purpose. far as i know it shouldn't be that much more expensive. personally i do lots of media conversion (sound and video) on my Athlon Xp and it runs great. by the way did you know that they used Athlon MPs for most of the star wars episide II chractor animation.

bam!

AthlonXP 2000+
G4ti4600 chaintech
512 pc2100 ddr
asus a7-266-m bermuda
soundblaster audigy platnium
what else do you wana know?

AMD Athlon XP and AMD Athlon MP are the same CPU's.

You shouln't waste your money and buy a DVD burner cos you can encode your movies into DVD quality onto one CD using a codec like DivX. I do it all the time to copy DVDs

The newest Maximum PC (just got in the mail today) Explains in detail how to convert VHS tapes to DVD. Check it out. If you wanted to be able to put them on CD's it shouldn't be too much more different.

Yeah Iceman's right
Just make sure you buy a DVD player that can play DivX compressions
