stopping Balloon Tips on Task Bar & Start Button in XP

I still get balloon tips after changing this in the group policy and folder options. Can anyone shed some light on this

Do a search for Powertoys on the Microsoft website and download TweakUI for whatever OS you're running. With that program you can adjust that setting as well as many other useful ones.

I have tried that and editing the reg. This is a fresh install after a format so I am at a loss. Thanks for the info though.

You tried that and it didn't work? Surely you must've unchecked a different option. I disabled all those stupid visual effects and it worked fine for me.
