Cable does have a higher theoretical bitrate, but my experience has proven that VDSL is not really noticeably slower. In fact, my cable provider is so rotten that my service would drop several times a day, and at one point I was getting less than 56k modem speeds on it (what creeps customer service were too). I've been on DSL since the beginning of the month and no problems whatsoever (coworkers have been having the same problems, so I know it wasn't my fault).
Speaking of your slowed connection, do you have a firewall enabled, because those will definitely slow things down.

They run at like FAST already. The problem is the ISP's line, the only thing that might possibly speed up your connection a bit....is to tweak your registry settings. Back when I was on my crappy cable (capped my ass at 50k download and upload) I used a program called Cablenut to tweak my settings, and I did notice about 10kb/s increase. My experiences with cable were also a nightmare, they constantly cut my connection saying that I download too much pr0n. I got pissed off and switched to DSL and boy am I happy that I did. Connection speeds really depend on the provider, and if they are jackasses or not.

a simple straight forward answer is NO. you cannot overclock an DSL modem. if the modem is functioning properly then it has everything to do with the service you're using.
