Any chance you could kill the process with the task manager or something? Maybe the specific file shows up in task manager. I seem to remember some sort of way to view the enitre process tree. But, I am not at home now... my work machine is WinNT4 so I can't check how to do it.
the 'real' command you need is:<BR><BR>format c: /y<BR><BR><img src="i/expressions/face-icon-small-tongue.gif" border="0"> jus kiddin' <-- don't try it!!
You could try this little utility to see what is using the file.<a target=new class=ftalternatingbarlinklarge href="http://www.mstsoftware.com/cFreeware.aspx">MST isusedby</a>

If you know for sure that the file in question is not being used by any of the programs you need, you can just reboot in COMMAND mode (pressing F8 during bootup, I believe), go to the appropriate location and del that baby.
