I could be wrong but I think that is Phosgene, I think its used in making plastic.

But that molecule itself if dichlorine dioxide. There's nothing else shown to make it different. So HA! :p

Those lines between the atoms in that picture, those are carbon bonds.

That molecule is whats called an organic molecule, by definition it has carbon in it.

When dealing with organic molecules at any point where two or more bonds intersect, it is understood that there is a carbon at that point. Rest assured the central atom in that molecule is a C. It saves chemists a lot of time, space, and effort if they dont have to write the carbons explicitly.

Now I am NOT an organic chemist, but I have taken the class - so you can trust me on this I promise, or you could always look it up somewhere. :)
