Instructions on how to create one can be found here. Just did a quick and dirty Google search to find it.
Edit: I just read it again. Are you saying you don't have Win98 installed on any computer?
PM me or catch me on Messenger and I can arrange to get you a copy of one.

Nevermind... fount it here

thanks
you dont need a start-up disk...the win 98 cd is bootable so just configure the bios to boot form the cd and that will do the same as the windows 98 boot disk
when i do that i choose:

Start setup with CD-ROM support

it does a series of tests and says "the windows 98 setup files were not found" then brings me to the A:/ prompt
hmm...very odd maybe you win 98 cd is a little scratched

well now when i try to run FDISK, it says:

No Fixed Disks Present

any ideas?
straight from the ms website:

This behavior can occur because of any of the following hardware issues:

The hard disk is defective or too hot.
The jumper settings on the hard disk are incorrectly configured.
The hard disk data cable is defective or too long.
The hard disk controller is defective or incorrectly configured in the computer BIOS.
