software or os that limits bandwidth

i was wondering if there is an operating system had a bandwidth limiter software that comes built in or a 3rd party one, that i could put on a computer between my network and the internet so that everyone gets the same bandwidth or a set amount of bandwith for certain computers <BR>thanks, Kimball
