Maybe this question has been addressed before but here it is again:
I just installe Norton System Words 2003.
Tried running the disk doctor and I got a message saying that some other program has the priority to the harddisk and suggestes to schedule disk doctor on next reboot.
Rebooted, CHKDSK kicks in, and windows comes up.
Disk Doctor doesn't run.
Run Disk Doctor again, same message again, reboots, no CHKDSK, and no Disk Doctor.
What's going on?!
did u recently download some of the new Windows XP Service Pack 2 Updates?
Windows ME and higher - does not permit DOS commands to run at startup (ie from autoexec.bat). Since the DOS component of NDD needs to run from autoexec.bat, that's why it can't run. Symantec unfortunately forgot to include this fact in their documentation or help files.
If you're running XP the above also applies of course, plus the fact that in XP 'checkdisk' (chkdsk.exe) only runs at restart on demand by opening a command-line window and typing CHKDSK.EXE /F, or from the console using the XP CD.

i own and use norton systemworks 2003 pro and i have no problems with it..
what i might recommend is that you format and reinstall the os and then install norton just before anything much else. i find that things get 'confused' as you install more things into windows and well, sometimes things dont work as they should!
also make sure that you run live update as that might help fix some problems.. whilst i havent had any problems like yourself using norton, i think a clean install and then installing it FULLY might be the answer..
i never use disk doctor.. i just run the speed disk optimizer! ;)
