im new to it, made some horrible funny flashes, but i got a question...how would i make a layer either always be on top or always be on the bottom?

yeah I use flash. I am not sure I understand your question, the layer on the bottom of the timeline is the one that is in the background(the lower the layer the further in the background it is). If you just want things on the same layer to be behind each other you just make them into movieclips and send the one you want to be behind backward, you can also do it with actionscript if you want by setting the depths of the objects. I hope that helps(but I didn't understand what you were asking, maybe I am just too tired). :)

i mean i made a layer and then i made another layer....both layers have motion tweens, the first one is a car, and the second one is the little uhh what the hell are they called...the lines on the roads...i have the care moving a long and then the lines going down, but how would i make it so the car layer is always on top of the line layer?

change the order in the box on the top. put the car first and then the lines.
