alrite say you downloaded an mp3 at say 192kb/s
then you burn it to a cd (which makes it a wave file)
then you extract it back to 320kb/s on your comp
is it really 320kb/s? or is it still 192kb/s?

It is still a 192kbps but expanded to 320kbps, so the quality is still 192kbps.
Compressed audio will perform like the way it is compressed even if you decompress them. :D
So, a 192kbps is still a 192 kbps when you put it onto CD. Thats why the original 320kbps sound, unaltered on music CD sound better than MP3.........
