WinXP adminstrator problems after crash

I recently had a crash as a result of installing a new video card. I was able to fianlly recover after reinstalling the old card. I have 4 accounts on this computer, all of which have adminstrator rights. But since the crash, I can't do anything that an administrator should be able to do (not even change the time on the clock). I tried changing to limitied accounts, and then back again, but no luck. Has anybody ever seen this? Any ideas of how to fix it?
