Why won't windows x-64 SHUT DOWN?!

Ok, so pretty much, my computer goes into the procedure, and gets to the point where the screen goes blue with "windows is shutting down," but then doesn't shut down... I have defragged and everything, but it just doesn't work... Why is that?

X-64 bit edition guys.
