This may be a dumb question, but I want to be clear on it.

Do you have to set the BIOS back to default settings (downclock the cpu) when removing the OS and installing a new one? Or it should be ok?

If your OC survive through 1/2 hour of Prime 95 test, then it'd stable enough to went through Vista installation without hiccups.

My quads @ 3.6Ghz (1600Mhz FSB) installs vista just fine. That's not extreme overclock though (if you went to >4Ghz...... :p)

With my PD I had problems at about 4.3GHz, but that does not mean you will have problems. I was pushing an 800MHz FSB CPU to over 1.2GHz FSB so the problems were going to come... :p

The only reason you should clear your BIOS is bc you are selling it or RMAing it..... That's it.... ;)

I just like to reset everything to avoid *any* possibility of errors. It would be really easy to save your OC profile, reset the bios, and then reload your OC profile after a reinstall.
